This chapter is a bit of a criticism of Confucianism highlighting that it's coercive action through ridgid order ultimately hurts people. Wu Wei, or non-coercive action is indirectly highlighted here. Sages don't really know what others experience so how can they really tell people what to do and expect to know better? If you force people into morality, they're not really being moral right? If people are fair with each other and don't cheat each other people won't feel entitled to steal. This translation feels a little weird. I prefer to see the original key terms so I can glossary reference them.
