(I expect) it has a paperwork trail carefully attesting that it is neither graft nor waste which received far more intellectual effort than the shipping software product itself did. We told them what we wanted to buy, and they gave it to us, with vigor and confidence.

I'd encourage everyone to actually read a bid document at some point in their lives. Really sit down and read it, not merely skimming to bounce off "Oh this is obviously terrible." You'll start to see some of the shape of the problem.
