@SuB8u At scale, those jobs are now commonly outsourced to firms that constantly change hands: make you reapply to old job. Systematic way to keep your wages low and get no seniority. Seen in Hospitals, Malls, and large shopping centers. It's 100% a cost center they seek to minimize.
