Tigers and rabbits are contrasted a lot in Asian art and stories. One interpretation I've read says the rabbits are lighting the pipe for the tiger here as a token of gratitude for symbolizing the most difficult, wintery month of the year (Yin, roughly Feb) in the Zodiac.
